Windows and doors were sold at salvage auction
on June 12th. Accelerated Construction won the
bid to tear down the old building. June 14th
the metal roofing was removed.

Demolition began June 15th. These photos
were taken around 8:30 a.m.

By the end of the day the entire building and

foundation were removed to make room for

the new parking lot.

Mark your calendars!
The Plummer Library Board plans to host a silent salvage auction on Saturday June 12th from 11:00 a.m. - 2:00 p.m. in the old library at 800 D St. Pieces of the old building will be for sale to the highest bidder. Items for the auction include birch cabinets, semi-antique typewriter desk, computer stands, several interior and exterior doors, windows, bathroom fixtures, air conditioner, electric furnace, wall heaters and miscellaneous accessories.
Library Friends will have a used book sale and the Lakeside Booster Club will provide barbecued hamburgers, hot dogs, salads and beverages during the auction.
If you live in the area, we hope you will join us and literally take a piece of the old library home with you. Proceeds from the auction will help with furnishings still needed for the new library. This is a great opportunity to show some community spirit and support! The old building is scheduled for demoliton the week after the auction to make room for a parking lot.

closed. Staff will be moving office equipment and supplies

throughout this week. Doors, windows and other

fixtures from the old building will be auctioned off

June 12th at 1:00 p.m.

Friday April 30th, Elmer Construction Reps Terry Davis, Doug Moen and Karen, along with John Lynn, USDA; Cory Trapp, Longwell & Trapp Architects; Rod Willard, Public Works; & Paulina Freeburg, Library Director conducted a walk-through inspection and punch list of work and fixes that need to be completed prior to final approval by the city council.

An informational brochure listing pertinent dates has been sent to all area residents.

On Wednesday April 7th workers from Kootenai Electric and

the City of Plummer installed a new power pole.

A permanent electrical connection will soon replace the

temporary power line that has been used during construction.

Sat. May 15th will be the last day in the old library.
May 17th we begin moving into the new building.
A "Salvage Auction" has been scheduled for June 12th
to auction off fixtures and furnishings such as doors,
windows, shelves, desks, front counter unit, air
conditioner and other miscellaneous items.
Proceeds from the auction will benefit the new parking
lot. Once the old building is demolished, the parking
lot will be graded, and dependent on funding, possibly
paved. The new library dedication and opening has
been set for JULY 5th!

Construction is on schedule. Interior walls have
been painted and forms have been set for sidewalk.

We estimate the project is about 60% complete.

Wainscoting Prep

Inside work this week has included placement of sheetrock over insulation in the rafters, duct work in preparation for HVAC, and more detailed electrical wiring. Outside, preparations are being made for the culture stone wainscoting. The front entrance door has been installed.

Reflecting Back on Feb. 1st

If you have been following this blog, you have noticed how much progress has been made on the building over the past month. At the bottom of each page you can click to view older posts and photos. One month ago today the outside walls were still in the framing stages and work on the roof had not yet started. Today we are just a little over two months away from completion. Time passes quickly. Community response to the new building has been overwhelmingly positive and volunteers are coming forward asking how they can help with the move. The Library Board has a plan in place for moving into the new facility. The last day in the old library will be May 15th.

Capital Plumbers and TGC Electricians have been working inside the building this week. The roofers are close to getting all the shingles on the roof. Framing is almost complete. Behind the scenes, USDA RD has approved 2nd pay out for construction and architects totalling $94,766.35.

Beginning Week 11

Monday was another busy day at the library construction site. Framing crew is working inside, more roofing material was delivered, and the crew on the roof is laying tar paper in preparation for shingles. We met with Tom the electrician to finalize outlet, port and switch plans. All interior and exterior materials have been selected. We're growing accustomed to the mud. The photo above shows the addition of the covered walkway at the main entrance on the east side of the building.

USDA Rural Development Grant

We just received some great news! John Lynn, area Representative from Coeur d'Alene USDA Rural Development was present at the Feb. 11th City Council meeting to announce the approval of additional grant funds of $38,000!! We are grateful for USDA's support of this building project especially in light of the area's difficult economic situation. There are costs associated with the building that were not included in the basic construction bid such as disposal of the old building, landscaping, shelving, parking lot, architectural & engineering fees and administration. USDA is also financing the library bond at a lower rate of interest than we would have been able to obtain through traditional financing methods.

Getting Ready for a Roof

During the past few days the framing crew has been nailing down plywood sheeting in preparation for the roof. Again we have been blessed with great weather for outdoor construction. Library staff took a "tour" of the inside of the building Tuesday morning to gain a perspective of where rooms will be located. Wednesday afternoon USDA Rural Development Staff visited to inspect progress. USDA Rural Development is handling our bond financing and they are providing additional ARRA funds to assist with completion of the project. Your comments are welcome.

We're thankful for the great weather as the construction crew continues to work on trusses. (No wind, rain or snow, and mild temperatures) The above photos were taken Thursday afternoon. Though Elmer Construction set an aggressive completion date for their crews, we are approaching the end of the 9th week of the project on schedule for the city's targeted date of May 31st.

Framing Continues

Thanks to Terry from James Elmer Construction for sending the pictures he took today. (I forgot my camera) Workers enjoyed 40 degree weather and the mud soup is beginning to dry out. Roof trusses should be delivered this week. Water and sewer lines have been connected to the building. We are accepting estimates for shelves.

Behind the Scenes

There has been some activity behind the scenes on the project including the first pay request going out for a total of $75,338.50 to pay the contractor, architect, bond attorney and testing. Our second quarterly Federal Report was submitted. And a change order to award two of the add alternates for siding and culture stone wainscoting was approved.

Cory Trapp of GD Longwell Architects has been busy processing submittals and working with Library Director Paulina Freeburg on color choices.

JW Elmer Construction is moving along with the project and is on schedule.

James W Elmer Construction Selected

James W Elmer Construction Company from Spokane, Washington was the low bidder for the Library Project with a construction bid of $630,275. We met the crew at the pre-construction meeting November 20th and look forward to having them on the project.

Project Background

A new library with 5,400 square feet on the main floor (with public restrooms!) and a 1,200 square foot basement for storage will replace the antiquated 1,600 square foot structure next door to the new building site. The old library was built in approximately 1940 and first served as a meeting place for the Federated Women's Club who was in charge of library operations from 1937 until it became a tax supported entity of the city in the 1950's. The library was moved from a church basement to its present location in 1943.

The advancement of technology and addition of public computers have stretched the library's capacity until it is no longer adequate to serve the area's growing and more diverse population. A new building became part of the long range plan in 2000 and the Board soon recognized the need to establish a building fund. Though volunteers and staff worked diligently on fundraising, it seemed at times the goal would not be reached.

The Board accelerated its efforts in 2004 and hired consultants who assisted the director in grant writing. A conceptual design was created. Even with professional help, funding for library buildings was not readily available. One $25,000 grant was received from the Steele-Reese Foundation and we are grateful for thier faith in the project.

In 2007 the Board and City Council asked voters to approve a $500,000 bond to fund construction. That bond failed, but in November, 2008 the bond campaign was successful! Local support was in place. The professional staff at Longwell Architects revised the design and developed construction ready documents. They have been a pleasure to work with. Financing for the bond has been secured from USDA Rural Development. USDA RD has also granted an additional $95,000 of ARRA funds. Total money raised including the bond was approximately $777,000.

After consultant, architectural and engineering fees, $667,000 remains for construction. Funds are still needed for shelving, furnishings, landscaping and parking lot. But today we celebrate another step toward completion of a community goal and a library that will serve all citizens for many years into the future.
